A cargo inspection provides an impartial record of the condition, and where required the apparent quantity and quality, of cargo at a defined point in the supply chain – before loading, on completion of loading, prior to discharge, or on outturn. Through direct observation, measurement, and photographic evidence, the surveyor documents the state of the cargo, its packaging, and the manner of its stowage and handling, establishing a clear factual baseline at the moment of transfer. It protects shippers, receivers, charterers, traders, insurers, and P&I interests wherever the condition of the cargo carries commercial or contractual weight.

Each inspection is carried out with attention to the specific nature of the cargo and the conditions it will face, so that what is recorded genuinely reflects its state and the way it was carried.

Apparent Condition & Pre-Shipment Assessment

Before loading, the cargo and its packaging are examined for pre-existing damage, staining, wetting, infestation, or deficiency, so that any condition originating ashore is documented before it comes aboard. The apparent order and condition is recorded as the factual basis for mate’s receipt and bill of lading clausing, distinguishing sound cargo from that showing visible defect – because the accuracy of that distinction at the point of loading is what determines where responsibility for a later claim will properly rest.

Stowage, Securing & Cargo Compatibility

The manner of stowage is assessed against the nature of the cargo – dunnaging, separation, and the use of broken stowage where required, and the adequacy of lashing and securing against the anticipated forces of the voyage. Compatibility and segregation are verified where cargoes are sensitive to taint, moisture, or heat, and the readiness of the space itself is confirmed, so that the cargo is not only in sound condition when loaded, but stowed and secured in a manner that gives it a fair prospect of arriving the same way.

Quantity, Measurement & Cargo Specific Checks

Quantity is established by the method appropriate to the cargo – tally and count for units and bagged goods, ullage and gauging for liquids, or draft-based determination for bulk – with each figure recorded against its basis. Where the cargo is prone to specific risk, targeted checks are applied: moisture content and the relationship of the cargo to its transportable moisture limit for cargoes liable to liquefy, temperature monitoring for cargoes subject to self heating, and inspection for moisture migration or condensation where the stow is vulnerable to ship’s sweat.

Damage Assessment, Sampling & Reporting

Where damage is found, its apparent nature, location, and extent are documented in detail, and where the evidence allows, a preliminary observation as to its apparent cause is recorded – clearly marked as preliminary and subject to the available evidence. Representative samples are drawn and sealed under a documented chain of custody where later analysis may be required. All findings are consolidated into a clear, traceable report, stating what was directly observed, what was witnessed, and what was provided as information by others, together with any limitation of access – so the record stands as a fair and defensible account of the cargo at the time of attendance.
